Thomas Edmund Rice was educated at the Perse School, Cambridge, and King’s College, London. Appointed a House Surgeon, King’s College Hospital, London, in 1895, he was appointed Assistant Colonial Surgeon, Lagos, in 1897, and served as a Surgeon with the Lagos Hausa Force in the Lagos Hinterland and Southern Borghu Expedition in 1897 (Medal with clasp). Appointed Senior Medical Officer, Southern Nigeria, in 1903, he saw further service during the Kano Expedition in 1903 (Medal with clasp).
Appointed Senior Sanitary Officer, Gold Coast, in 1910, Rice was advanced Principal Medical Officer, Sierra Leone, in 1913, and then Principal Medical Officer, Gold Coast, in 1916. Appointed Director of the Medical and Sanitary Service, Nigeria, in 1920, he was appointed C.M.G. 1921 His final appointment was as Chief Medical Officer, BarbadoS, retired n 1930, and died on 9 June 1941.
